DUBLIN — Applications are open for a number of studio apartments at Barnwell Point in Hansfield, Dublin 15, with cost rental homes available from €1,050 per month.
The apartments are being offered by the Land Development Agency (LDA) as part of the Government’s cost rental housing programme, which aims to provide long-term rental accommodation at prices below prevailing market rents.
Located close to Ongar Village and beside Hansfield train station, the studio apartments are intended for single-person households or couples.
Applicants have until 12 noon on Wednesday, 19 August 2026 to register their interest.
Rents set below market levels
Cost rental housing operates on a not-for-profit basis, with rents set at least 25% below comparable local market rents.
The model is designed to make renting more affordable for households that may earn too much to qualify for traditional social housing but still face difficulties meeting private market rents.
For the Barnwell Point apartments, applicants must demonstrate that the monthly rent would not exceed 35% of their net household income.
Who can apply?
Applicants must meet a number of conditions to qualify for the apartments.
Households must have a net income below €66,000, with supporting documents required to demonstrate how the income figure has been calculated.
Applicants must also:
- Not own a property in Ireland or another country.
- Be permanently resident and tax-domiciled in Ireland.
- Not receive social housing supports, including HAP or Rent Supplement.
- Have a household size that matches the advertised property.
- Ensure all household members are living in Ireland when the application is made.
- Demonstrate that they can afford the advertised cost rent.
- Submit only one application for the specific cost rental property.
Homes close to public transport
The location is one of the main features of the development.
Hansfield train station is immediately beside the apartments, providing access to the Dunboyne commuter line.
The service operates around 45 trains a day, with peak journeys to Docklands or Connolly Station taking approximately 25 minutes.
Residents can also connect with the Luas at Broombridge, which is around 15 minutes away by train.
Dublin Bus routes 39 and 39a also serve the area, providing connections towards Dublin city centre and UCD.
Local amenities nearby
Barnwell Point is within walking distance of Ongar Village, where residents can access shops, cafés and restaurants.
The development is also close to Blanchardstown Centre and several recreational destinations.
Nearby options include Phoenix Park, the National Aquatic Centre and St Catherine’s Park, which provides woodland areas, walking routes, playgrounds and sporting facilities.

Each apartment includes a fully equipped kitchen with white goods, bathroom fittings and integrated wardrobes.
Flooring and blinds are also provided, while the homes have a central heating system and an A-rated energy efficiency standard.

The availability of cost rental homes comes as renters across Dublin continue to face high private-market rents and limited affordable options.
The cost rental model is aimed at creating a middle ground between social housing and the open private rental market.
However, applicants still have to satisfy income, residency, property ownership and affordability requirements before being considered.
For eligible renters, the Hansfield apartments offer an opportunity to secure a home at a rent designed to remain below comparable market levels.
