The UK Government has mandated that all new bars, restaurants, offices, and shopping centres must have separate restrooms for men and women.
According to the proposed legislation, self-contained toilets for both sexes may be included alongside single facilities or in cases where space permits.
However, certain establishments such as care homes, hotels, schools, custodial facilities’ cells, and early years provision buildings would be exempt from these regulations.
The proposed laws apply exclusively to England and encompass new constructions and existing premises undergoing significant changes.
The government’s decision comes after a consultation where a significant majority, 81% of respondents, supported the notion of separate single-sex toilet facilities. Additionally, 82% agreed with the proposal to offer universal toilets where space allows.
Concerns about privacy and dignity were raised, especially among women, the elderly, and disabled individuals, regarding gender-neutral toilets with shared cubicles and hand-washing facilities. The government noted increased waiting times, reduced choice, and compromised privacy and dignity in such setups.
Minister for Women and Equalities Kemi Badenoch emphasized that the legislation aims to address the challenges posed by gender-neutral toilets, which have been criticized for undermining privacy and dignity for both men and women.
She highlighted the importance of meeting specific biological, health, and sanitary needs, particularly for women.
Housing Minister Lee Rowley echoed these sentiments, emphasizing the importance of safety, privacy, and dignity for all members of society. The new legislation ensures that public spaces and facilities adequately cater to diverse needs, promoting inclusivity and comfort for everyone.
