Her alleged assailant, Victor Antonio Martinez-Hernandez, was apprehended by law enforcement agencies following an extensive investigation involving the Harford County Sheriff’s Office, the FBI, and other authorities.
Martinez-Hernandez, an undocumented immigrant who had illegally crossed the border multiple times in the past year, was arrested on charges of first-degree murder and first-degree rape in connection with Rachel’s death.
