Housebuilder Glenveagh is set to pay €10.5 million for a 35-acre site in Mooretown, Swords, where it plans to deliver 360 social and affordable homes as part of the second phase of the Baile na Móna development.
The proposed scheme is expected to include 249 affordable homes and 111 social homes, adding to the 274 properties already under construction in the first phase.
The proposed transaction involving Fingal County Council-owned land is due to come before councillors for ratification at the council meeting on Monday, 9 November.
The affordable homes are expected to be offered at starting prices of €335,000 for a two-bedroom property and €375,000 for a three-bedroom home.
The reported prices will be of particular interest to prospective buyers in north County Dublin, although final prices and eligibility arrangements will need to be confirmed before homes are marketed.
249 affordable homes and 111 social homes
The second phase will have a larger affordable housing element, with 249 homes planned for eligible buyers. A further 111 properties are intended for social housing.
The affordable homes are expected to start at:
- Two-bedroom homes: €335,000
- Three-bedroom homes: €375,000
These are expected starting prices rather than confirmed final sale prices. The final cost, application process and eligibility conditions will be important for households considering the development.
The proposed mix is intended to provide homes for people seeking to buy in Swords, alongside accommodation for households requiring social housing support.
More than €70 million in Government funding is reported to be supporting the second phase.
Council bought the wider lands for more than €40m
Fingal County Council acquired the wider greenfield lands at Mooretown several years ago for more than €40 million.
The site involved in the proposed second-phase transaction covers approximately 35 acres and is around 2km from Swords Main Street.
Glenveagh was selected to develop the land following a procurement process conducted by the local authority.
The proposed €10.5 million payment is therefore part of a wider public-land development arrangement intended to deliver homes at the site. The precise terms of the transaction and the development obligations attached to it are important details for the council to clarify.
First phase already delivering 274 homes
Construction is already underway on the first phase of Baile na Móna, which is delivering 274 homes through a mix of social and affordable housing.
Fingal County Council’s May 2026 report confirmed that the first phase comprises 123 social homes and 151 affordable homes, with Glenveagh carrying out the construction work on the council’s behalf.
The council reported that construction was progressing well, with residents beginning to move into the development.
When the second phase is delivered, the two phases together are expected to provide 634 social and affordable homes.
The development is also intended to include community facilities and infrastructure, with playgrounds, parks, crèche provision and improved bus links forming part of the wider plans.
Planning and delivery still matter
The second phase should not be confused with homes that are already under construction.
Fingal County Council published a planning notice in June 2026 for a proposed 360-home development at Mooretown. The application documentation describes a mix of houses, duplexes and apartments, alongside landscaping, public spaces, drainage works and transport connections.
The planning process and the land transaction are separate steps. Ratification of the proposed deal would not, by itself, mean that all planning and construction requirements have been completed.
The timing of construction, the final housing mix and the arrangements for affordable-home applications will determine when prospective residents can realistically expect to move in.
A significant addition to Swords housing supply
The proposed second phase would bring the total number of homes planned across Baile na Móna to more than 600, with both social housing and affordable purchase options.
For Swords, the development represents a substantial addition to the town’s housing pipeline. It also demonstrates how local-authority land can be used to support mixed-tenure housing schemes involving private-sector developers and public funding.
The immediate next step is the council’s consideration of the proposed €10.5 million transaction. For prospective buyers, the key questions will be when the affordable homes will go on sale, who will qualify and whether the expected starting prices remain unchanged when applications open.
